Engineering assessment and design development for the dual floating cruise pier system. Capacity modeling for 6,000 passengers per hour, Excel-class vessel berthing analysis, and environmental impact studies for the pier footprint and passenger terminal placement.

Upon securing all authorizations and capital alignment, full construction mobilization for Phase One. This includes the fortress, reef basin, water district, marina, dinner theatre, cruise piers, residential home sites, and all supporting infrastructure.
